Fully realizing a new U.S. climate and energy policy will take time – the partisan polarization and well-organized opposition to more stringent environmental regulation that produced Congressional gridlock over the past two decades appears to be reasserting itself.

This policy brief is based on research carried out by Marcus Carson and Mikael Román for the article “Tipping point: crossroads for U.S. climate policy”, in the Routledge Handbook of Climate Change and Society (2010) Constance Lever-Tracy, editor.
